TBA Board Member Danny Weems, First National Bank of East Texas, testified this morning before the Texas House Committee on Homeland Security, Public Safety & Veterans’ Affairs, providing lawmakers with a community banking perspective on how financial institutions help protect Texans from money laundering, fraud, terrorism financing and foreign threats.
The hearing examined risks posed by foreign-controlled financial entities, illicit financial networks and emerging threats to Texas’ critical infrastructure as lawmakers begin shaping policy recommendations for the next legislative session.
Representing TBA and the Texas banking industry, Weems emphasized that community banks serve as one of the nation’s first and most effective lines of defense against financial crime.
“Every day, community banks like ours serve as one of the nation’s first and most effective lines of defense against financial crime,” Weems told the committee. “While law enforcement investigates and prosecutes criminals, banks work around the clock to detect suspicious activity before it harms consumers, businesses or our national security.”
Weems highlighted the banking industry’s significant investment in Bank Secrecy Act and anti-money laundering compliance, cybersecurity, fraud prevention and sanctions screening, noting that Texas banks spend hundreds of millions of dollars annually and employ thousands of professionals dedicated to protecting customers and identifying criminal activity.
He also showcased TBA’s longstanding partnership with the Financial Crimes Intelligence Center (FCIC), describing it as a national model for intelligence sharing between banks and law enforcement. Through collaboration with FCIC, Suspicious Activity Reports, FinCEN information sharing and risk-based customer due diligence, Texas banks provide investigators with critical intelligence while helping prevent criminals from entering the financial system in the first place.
Weems reminded lawmakers that banks operate under one of the world’s most rigorous compliance frameworks and stressed the importance of maintaining a risk-based approach that protects the financial system while continuing to serve legitimate customers and support Texas’ economy.
