Construction Advertisement and Invitation for Bids

City of Ore City, Texas will receive bids for Water and Sewer Improvements, TxCDBG #CDV21-0259 until 2:00 p.m. on Tuesday, December 5, 2023. The bids will be publicly opened and read aloud at that stated time and date at City of Ore City’s City Hall located at 302 E Main Street, Ore City Texas 75683.

The project will consist of constructing approximately 2,370 LF of 6” and 8” water main, 1,155 LF of 8” sanitary sewer and related work and appurtenances.

Bid/Contract Documents, including Drawings and Technical Specifications are on file at Hayes Engineering, Inc., 2126 Alpine Rd., Longview, TX 75601, (903) 758-2010. Hard copies of the Bid/Contract Documents/Plans may be obtained for $30 per contract (no refunds), or electronically for no charge from the Engineer.

A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. A certified check or bank draft payable to the City of Ore City, Texas or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.

The project to be constructed will be financed with assistance from the Texas Department of Agriculture (TDA) under the U.S. Department of Housing and Urban Development Community Development Block Grant (CDBG) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. Adherence to the grant recipient’s Section 3 Policy is required for contracts and subcontracts in excess of $100,000.00.

All contractors/subcontractors that are debarred, suspended, or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. Minority Business Enterprises, Small Business Enterprises, and Women Business Enterprises, and Historically Underutilized Business firms are encouraged to submit bids.

The City of Ore City reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of Ore City for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.
