Two of Texas Home School Coalition’s Priority Bills Head to the Governor’s Desk

AUSTIN – On May 22, two of the Texas Home School Coalition’s priority bills, HB 1819 and HB 3993, were sent to the Governor’s desk to be signed into law.

HB 1819 would protect parental rights in Texas by prohibiting local governments from adopting juvenile curfew ordinances that restrict the times of day during which a school-age child may be out in public. Jeremy Newman, Vice President of Policy at the Texas Home School Coalition, released the following statement about HB 1819.

The passage of HB 1819 is a huge step for homeschool families who have been affected by juvenile curfews. Juvenile Curfews have long violated parental rights and disproportionately affected homeschooled students. HB 1819 expands freedom for homeschool families by prohibiting local governments from adopting juvenile curfew ordinances that restrict the times of day during which a school-age child may be out in public.

HB 3993 would protect homeschooling rights in Texas by ensuring that homeschooled students are treated fairly in the college admission process when class rank is used for automatic admission. Jeremy Newman, VP of Policy at the Texas Home School Coalition, released the following statement about HB 3993.

The passage of HB 3993 means homeschool graduates are one step closer to being treated fairly in the college admissions process when class rank is used for automatic admission. The bill says that if a college grants automatic admission to the top 10% of students based on class rank, they must calculate the homeschooled student’s class rank based on the average class rank of other students with the same SAT/ACT scores. Equal access to state colleges is an important step towards greater educational freedom in Texas.
