Trooper shoots out car tire to stop fleeing suspect

A man who fled from officers in a brief high-speed car chase south of Gilmer early Saturday was arrested after a state trooper shot out a tire on the fleeing auto, said the Texas Department of Public Safety.

Jake W. Howard, 21, of Allen, was released from Upshur County Jail Tuesday on bonds totalling $17,500 after being charged with a felony­—evading arrest with a vehicle­—and misdemeanor driving while intoxicated, officers said.

DPS Sgt. Ricky White, who is stationed in Rusk County, but was working in Upshur County this week, gave this account of the incident to The Mirror Thursday:

DPS Trooper Adam Bell tried to stop a northbound car traveling in the southbound lane of Hwy. 300.

The auto’s driver led Bell, joined by a unit from the Upshur County Sheriff’s Office, on an about a 4-minute chase at estimated speeds of 75 to 80 miles per hour before Bell shot the fleeing car’s right rear tire to disable the vehicle.

Nobody was shot, and Howard exited his car and surrendered peacefully. Bell, assisted by sheriff’s deputies, arrested the suspect.

White said officers’ shooting out a vehicle’s tire must “be justified under certain conditions.” The fleeing driver “was endangering the motoring publics’ life,” he said.

White also said he was unsure where on Hwy. 300 the chase began about 12:15 a.m., but that he believed it ended at a county road. No drugs or stolen merchandise were found in Howard’s vehicle, he said.

Howard posted bonds of $15,000 on the felony charge and $2,500 on the misdemeanor charge, Sheriff’s Capt. Gary Roberts said Thursday.
