The Upshur County Commissioner’s Court is accepting proposals for NIBRS Compliant Public Safety Software System. Specifications may be obtained in person from Sheriff Larry Webb, Upshur County Justice Center, 405 N. Titus St., Gilmer, Texas or by email request at Proposals should use lump sum pricing and no bond will be required for proposals. Upshur County’s payment will be cash. All proposals must be received in the Upshur County Judge’s office, Third Floor Upshur County Courthouse, 100 Tyler Street, Gilmer, Texas or P. O. Box 790, Gilmer, TX 75644 on or before October 25, 2018 at 5:00 p.m. The proposals will be considered in the regular session of the Upshur County Commissioner’s Court on October 31, 2018 at 9:00 a.m.



Upshur County plans to apply for the upcoming 2019/2020 Texas Community Development Fund from the Texas Community Development Block Grant (TxCDBG) Program of the Texas Department of Agriculture (TDA). Accordingly, the County is seeking to contract with a qualified Engineering/Architectural/Surveying Firm (individual/firm) to prepare all preliminary and final design plans and specifications, and to conduct all necessary interim and final inspections. These services are being solicited to assist the County in its application preparation and project implementation of a TxCDBG contract, if awarded, to support an eligible activity in Upshur County. Please submit your proposal of services and a statement of qualifications for the proposed services to the following address: Union Grove WSC, David Beavers, General Manager, 11569 Union Grove Road, Gilmer, TX 75647. Proposals shall be received by the water supply no later than 2 pm on Monday, October 22, 2018. The County reserves the right to negotiate with any and all individuals or firms that submit proposals, as per the Texas Professional Services Procurement Act and the Uniform Grant and Contract Management Standards. Section 3 Residents and Business Concerns, Minority Business Enterprises, Small Business Enterprises and Women Business Enterprises are encouraged to submit proposals.
