THE UPSHUR COUNTY Road and Bridge Department relocated two large steel culverts under Dove Trail in Pct. 1 Wednesday, to drain an area on Dr. David Balneck’s property where water backs up. Pct. 1 Comm. Paula Gentry said that when the culverts were originally installed some years ago, they were not placed deep enough to property drain the marsh. The work was approved by the Commissioners Court at a meeting in March. Dr. Balneck is paying the county $4,500 for the work, which involved renting a huge backhoe in Tyler.
