Council affirms VFD officer choices

The Gilmer City Council affirmed the Gilmer Volunteer Fire Department’s recent election of chief and assistants.

The action came at the council’s Tuesday, Jan. 29, meeting.

Jerry Taylor was reelected as chief. Phillip Wilburn was reelected as assistant chief for Company A. Ken Sheid was renamed assistant chief for Company B of the fire volunteers.

City Manager Jeff Ellington said that under the city charter, the volunteer firemen elect their own officers, with the city council approving the selections.

The council reappointed Johnny Taylor as City Fire Marshal, and renamed Paul Steelman, who is Upshur County Fire Marshal, as the city’s Assistant Fire Marshal. This enables Steelman to work on investigating fires within the Gilmer City Limits.

Nancy Hall was named secretary and Tim Miller treasurer of the Volunteer Fire Department.

The council took the routine action of authorizing the city manager to execute “originator agreements” with the city’s depository, First National Bank of Gilmer, for payroll and bank drafts.

The council approved a budget amendment for $3,104 for emergency repair of a flow meter at the city’s wastewater treatment plant.

Ellington said the meter is believed to have been damaged by lightning. He said that repair cost will be filed on the city’s insurance, but the meter has to be fixed, whether it’s covered by insurance or not.

They also approved a budget amendment to make repairs to the city water pumping station on Harrison St., near the railroad tracks.

This will cost $12,760. Ellington said that it, too, will be filed on the city’s insurance, but the repair had to be done as soon as possible, whether insurance will pay or not.

The council took the formal action of closing a bank account for an Explorer’s post sponsored by the Gilmer Police Department. The officer in charge of the popular post moved on to other employment and is no longer with the city, Ellington said. The $624 in the account was transferred to another police account.

The council approved transfer of a used computer and peripherals from the Police Department to the local office of the Northeast Texas Child Advocacy Center in the Rock Building.

The council approved the payment of $264,133 to the Texas Department of Agriculture in refunding part of a $543,600 grant from that department which went toward sewer line and street work for the Duoline Plant at U.S. 271 S. and Bluebird Rd.

Ellington said that the city had received a grant from the state Agriculture Department to help pay for the sewer work and street work for the plant, under an agreement with Robroy Industries, Duoline’s parent company, that 46 full-time jobs, including 24 for low-to-moderate income workers, would be created.

During the agreed-upon period, the plant created 21 full-time jobs, 14 of them low-to-moderate income, Ellington said.

Under agreement, Duoline will reimburse the city for the proportional difference in the grant amount.
