CUTTING THE RIBBON Monday to open the park at the Upshur County Library is Friends of the Library President Michelle Hughes, center. Joining her are children who came for Movie Day Monday, and members of the Friends, Penny Taylor, left, Betty Slocum, and by the right post, Ruth Semrau. Library employees Debbie White, who leads the Summer Reading Club programs and Librarian Mark Warren join in the ceremony. By July, rules for the use of the park for weddings, birthdays and other occasions should be completed.
