engineering services pre-award and post award

The City of Gilmer plans to apply for the upcoming 2021-2022 Texas community Development Fund from the Texas Community Development Block Grant (TxCDBG) Program of the Texas Department of Agriculture (TDA). Accordingly, the City is seeking to contract with a qualified Engineering Firm (individual/firm) to prepare all preliminary and final design plans and specifications, and to conduct all necessary interim and final inspections. These services are being solicited to assist the City in its application preparation and project implementation of a TxCDBG contact, if awarded, to support eligible activities in the City of Gilmer.

Proposals shall be received by the City no later than 12:00 PM on Monday, March 22, 2021. The City reserves the right to negotiate with any and all individuals or firms that submit proposals, as per the Texas Professional Services Procurement Act and the Uniform Grant and Contract Management Standards. Section 3 Residents and Business Concerns, Minority Business Enterprises, Small Business Enterprises and Women Business Enterprises are encouraged to submit proposals.

Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain and/or Wetland

To: All interested Agencies, Groups and Individuals

This is to give notice that Upshur County has determined that the following proposed action under Texas Community Development Block Grant Contract #7220471, is located in Zone A of the 100-year floodplain and wetland. The County will be identifying and evaluating practicable alternatives to locating the action in the floodplain and/or wetland and the potential impacts on the floodplain and/or wetland from the proposed action, as required by Executive Order 11988 and/or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.

Water Improvements

Contractor, in conjunction with Union Grove Water Supply Corporation (WSC), shall install water well to meet increased demand and improve water pressure. Contractor shall install one 150 GPM water well, including electrical controls, phosphate injection modifications, and all associated appurtenances. Additionally, contractor shall install approximately 2,700 linear feet of 6-inch water main line and all associated appurtenances. Project will also include all associated administration and engineering services.

Construction of the water well shall take place near Bob-O-Link Road, approximately 2,700 feet east of Tennison Road, cross-country from water well site to 2,700 linear feet west.

The proposed project is located in the Union Grove WSC service area in Upshur County with approximately 0.11 acres located in Zone A of the 100-year floodplain and 0.07 acres occurring in a wetland.

There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and/or wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain and wetland, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains and wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains and wetlands, it must inform those who may be put at greater or continued risk.
